We welcome you and your child to Victory Neighborhood Services Child Development Center. Our goal is to make a difference in your child's life. We work toward accomplishing this by providing your child with developmentally appropriate activities. The following information will provide you with procedures concerning our program's goals. Thank you for the confidence you have shown by placing your child in our care.

Our Headstart program is for children 3 to 5 years Monday through Friday and is a full-day or half-day program.

Goals and Philosophy

Children participating in the Victory Child Development Program bring to the center individual qualities reflecting cultural diversity.        

  Victory endeavors to meet the needs of the children and families through a comprehensive developmental program that uses a broad range of components specifically focused on Education, Health, Mental Health, Nutrition, Social Services, and Parent Involvement.    

           

The goals of self-sufficiency, independent thinking, and self-knowledge are obtained through the holistic approach of the child development philosophy.  The Victory Child Development Center Program is designed to meet the emotional, social, physical, and intellectual needs of the child.  Through a stable classroom environment, the individual development needs of the child are carefully observed and directed through activities designed to meet the child's individual level of development.  

           

      The social needs of the child are met as various levels of comfort are obtained by the child.  As he/she is developmentally ready, this allows the staff to encourage certain achievements such as toilet training, learning to respect one another, sharing and interacting with other children and adults.  The center also encourages language development as well as physical development.  Language development is stimulated through talking to the infants and toddlers.  Their speech and vocabulary are developed as they gradually respond to the staff.  The child's play activities allows for the development of motor skills in a variety of situations.  Some activities not only develop motor skills, but also provide pleasure.  The health needs are met through the cooperation of parents, staff, and physicians.  The children are fed nutritional foods and have periods of sleep, rest, and relaxation during each day.

The Intellectual development is realized through individualized educational plans developed for each child, consisting of meaningful activities that include creative play, language, music, and art.

 

Licensing Information

 

The Victory Child Development Center is licensed to operate by the State of Ohio.  The Center's licensing record including, but not limited to, compliance report forms from the state of Ohio, Department of Human Services-Child Care Regulatory Unit, and evaluation forms from the health, building and fire departments that inspects the center, are available upon request from the Ohio Department of Human Services.  Rules and regulations governing child care are available to parents upon request at the center.  The Ohio Department of Human Services has a toll free number, listed on the facilities license, can be used to report suspected violations of licensing laws.

Procedures for Enrollment/Admissions Policies

 

Head Start:

Child must be between the ages of 3-5 years old

If applicable voucher approval

Must be within income guidelines

Need verification of income and child's birth date

 

Arrivals (Half Day)        

We generally do not accept children into the classroom after 8:30am or 1:30pm.  Please bring your child to the classroom and wait until a teacher greets you at the door.  There will be a sign-in/sign-out sheet at the classroom door.  Sign your child's name and your signature, and the time of arrival; then time of departure and your signature when you pick up the child.  

  *IT IS VERY IMPORTANT THAT YOU SIGN IN AND SIGN OUT EVERY DAY*

  

  No child will be released to another adult unless that adult has written permission, or the parent's) has contacted the teacher by phone.  Please have your child here no later than 8:15am (8:00-11:30 session), or 1:15pm (1:00-4:00 session), and picked up 11:45am (8:00-11:00), or 4:45pm (1:00-4:30)

    

Arrivals (Full Day)        

You must sign the sign-in sheet at the classroom door.  Please do not have your child at the center earlier than 7:30am, and picked up no later than 5:30pm.  Due to the comprehensive nature of our program we ask that your child arrive at the Center no later than 9:30am unless prior approval has been made by the teacher.

 

Nutritional Requirements

 

The Victory Child Development Center believes that nutrition plays an important role in the development of the child.  The center offers a well balanced food program ensuring that each child receives the necessary nutrients daily.  Food preparation is done so that the food is served in a colorful and appetizing manner.  An introduction to new foods is introduced once a month by teachers, encouraging the children to try these selections.  The meals at the center are served family style, and the children are allowed to serve themselves; the younger children are aided by their teacher.  The morning breakfast, lunch and afternoon snack are provided by the center.  Menus are posted in each classroom, and accompany children home at the beginning of each month.  The Victory Child Development Center participates in the Child Care Food Program which is sponsored by the United States Department of Agriculture.

Grievance

 

The Center has a Grievance Procedure which states that any parent/guardian can request a meeting with teachers of the Director to discuss their child's needs or progress.  Any parent can request a copy of the Termination Policy and Grievance Procedures from the Center Director.

 

Communicable Disease

 

If a Communicable Disease occurs at the center, all parents will be notified in writing. Staff that is trained by the American Red Cross or certified trainer in communicable prevention is listed on the Emergency Plan posted in each classroom. A communicable disease chart is posted in each classroom. A staff person trained to recognize the common signs of communicable disease or other illness, shall observe each child daily as he/she enters a group, the following precautions shall be taken for children suspected of having a communicable disease. The center staff shall immediately notify the parent or guardian of the child's condition when a child has been observed with signs or symptoms of illness.

Conjunctivitis

Diarrhea (more than one abnormally loose stool within a 24 hour period)

Difficult or rapid breathing

Severe coughing, causing the child to become red or blue in the face or to make a whooping sound.

Stiff neck

Temperature of 100 degrees Fahrenheit taken by the auxiliary method, when in combination weighs any other sign or illness

Untreated infected skin patch (ES)

Unusually dark urine and/or gray or white stool

Yellowish skin or eyes

A child with any of the following signs or symptoms of illness, shall be immediately isolated from other children. Decisions regarding whether the child should be discharged immediately, or at some other time during the day shall be determined by the administrator and the parent/guardian. The child while isolated at the center shall be carefully watched for symptoms listed above and unusual spots or rashes, sore throat, or difficulty in swallowing, elevated temperature, vomiting, evidence of lice, scabies, or other parasitic infection. The center shall follow the Ohio Department of Health "Child Day Care Communicable Disease Chart" for appropriate management of suspected illness located in the Director's Office.

 

A child isolated due to suspected communicable disease, shall be cared for in a classroom office or Director's Office which is within sight and hearing on an adult at all times. No child shall ever be left alone or unsupervised. The child will be made comfortable and provided with a cot. All linens and blankets used by the ill child shall be laundered before being used by another child. After use, the cot shall be disinfected with an appropriate germicidal agent, or if soiled with blood, feces, vomit, or other body fluids, the cot shall be cleaned with soda and water and disinfected with an appropriate germicidal agent. The child will be observed carefully for worsening condition. The child will only be discharged to parent/guardian or person designated by parent/guardian. We reserve the right to request a physicians signed authorization in order for your child to return to the center.

 

Staff are trained in warning signs/symptoms of communicable diseases. They are aware of appropriate disinfectant procedures for the disease. The staff receives proper hand washing techniques from the American Red Cross or an agency that meets the requirements of the Ohio Department of Human Services code as a certified trainer. All parents will be notified in writing, and notices will be posted in your child's classroom on their child's exposure to communicable disease.
